Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on strengthening sustainable road maintenance financing systems across ECOWAS member states.

Key responsibilities

• Assist in establishing, reforming, and operationalising Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical advice on sustainable financing mechanisms, including fuel levies, tolls, and user‑based funding.
• Review and draft legal, institutional, and regulatory frameworks related to RMFs.
• Develop transparent, decentralised, performance‑based financing models and associated guidelines.
• Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies.
• Deliver capacity‑building workshops, training sessions, and technical guidance.
• Support monitoring, reporting, and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• At least 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• Minimum 7 years of experience specifically with Road Maintenance Funds or similar financing systems.
• Proven experience in international development cooperation and donor‑funded programmes, preferably in Sub‑Saharan Africa.
