Urban Development Expert – Global Gateway Project

About the role

NTU International A/S is building a talent pool of experienced urban development professionals to support the Global Gateway Transport and Urban Facility 2 project. Experts will be mobilised for short‑term technical assistance assignments worldwide, focusing on sustainable, smart, inclusive and climate‑resilient cities.

Key responsibilities

• Support identification, preparation, appraisal and implementation of sustainable urban development projects and programmes.
• Conduct urban diagnostics, prefeasibility and feasibility studies, technical assessments, and economic and financial analyses.
• Assist in integrated urban and land‑use planning, and the development of urban strategies and master plans.
• Advise public authorities on urban policies, regulatory frameworks, institutional arrangements and governance reforms.
• Prepare urban investment pipelines aligned with Global Gateway and European Green Deal priorities.
• Integrate sustainable mobility, climate adaptation, disaster risk reduction, green infrastructure and nature‑based solutions into urban plans.
• Support socially inclusive development, including gender equality, accessibility and human‑rights considerations.
• Conduct financing assessments and identify mechanisms such as PPPs and private‑sector participation.
• Contribute to infrastructure maintenance, asset management and life‑cycle approaches.
• Participate in institutional strengthening, knowledge creation, training and capacity‑building activities.

Required profile

• Proven experience in urban development, planning, infrastructure or sustainability disciplines.
• Demonstrated ability to carry out urban diagnostics, feasibility studies and economic/financial analyses.
• Experience advising public authorities on urban policy, governance and regulatory frameworks.
• Knowledge of sustainable urban mobility, climate‑resilient city concepts and green infrastructure.
• Familiarity with financing mechanisms for urban projects, including PPPs.
• Capacity to support institutional strengthening and capacity‑building initiatives.
