Programme Policy Officer (Emergency Preparedness and Response) – NO-A

About the role

The World Food Programme (WFP) is recruiting a national Programme Policy Officer (Activity 1) in Brazzaville, Republic of Congo, reporting to the Country Programme Director or their deputy. The post coordinates emergency preparedness, reactive food assistance and social protection activities, working closely with country sub-offices, technical units, government institutions, UN partners, the regional office and headquarters. The position is NO-A (national-level administrator) and lasts 12 months, renewable depending on needs and funding.

Key responsibilities

• Maintain the WFP emergency preparedness and response system, including the country emergency profile, contingency plans and operations concepts, covering floods, epidemics and agricultural shocks
• Analyse food security and early warning data such as the Congo River level, climate forecasts and cross-border movements, and support national early warning systems and anticipatory action
• Design, coordinate and follow up on emergency and early recovery assistance, including food transfers and cash transfers after floods and displacement
• Support adaptive social protection systems such as the Unified Social Register, and promote platforms such as SCOPE where applicable
• Follow the supply pipeline and coordinate pre-positioning of food and essential non-food items for vulnerable communities
• Support cash transfer and social assistance programmes and their alignment with national policies and government systems
• Represent WFP in the Food Security Cluster and other UN coordination mechanisms, and coordinate joint work with the Ministry of Social Affairs and Humanitarian Action and local NGOs
