Monitoring, Evaluation and Learning Expert

About the role

The Monitoring, Evaluation and Learning (MEL) Expert will support NTU International in designing, implementing and continuously improving the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role focuses on establishing robust indicators, baselines and data collection processes to generate evidence‑based insights for programme management and impact assessment.

Key responsibilities

• Develop and refine the programme’s MEL framework, including indicator sets, baseline studies and data collection protocols.
• Lead the design and execution of monitoring plans, ensuring timely and accurate data capture across multiple partners.
• Analyse quantitative and qualitative data to produce evidence consolidations, performance reports and impact assessments.
• Provide learning recommendations to inform policy dialogue, knowledge exchange and strategic decisions.
• Support donor reporting requirements, particularly for EU‑funded initiatives.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
