Senior Transport Data Systems Expert

About the role

NTU International is seeking a Senior Transport Data Systems Expert to lead the design, development, integration and management of transport data systems and digital platforms for an EU‑funded technical assistance project supporting ECOWAS. The role will help build regional observatories, interoperable databases and data‑driven tools to improve corridor performance and transport governance across West Africa.

Key responsibilities

• Design, develop and operationalise transport data systems, digital platforms and information‑management tools.
• Provide technical assistance on transport databases, interoperability frameworks and data‑governance systems.
• Support the creation of regional and national transport observatories and digital monitoring solutions.
• Advise on data‑collection methodologies, data‑quality standards and information‑management procedures.
• Integrate transport, logistics, customs and corridor‑management systems to ensure interoperability.
• Develop digital dashboards, GIS‑based tools and transport performance‑monitoring platforms.
• Prepare technical specifications, system assessments, operational procedures and digitalisation strategies.
• Coordinate with ECOWAS institutions, national authorities, IT providers and development partners.
• Deliver workshops, technical training and capacity‑building activities on transport data systems.
• Contribute to monitoring, reporting and analytical outputs related to data‑management implementation.

Required profile

• Master’s degree in information systems, computer science, data analytics, transport engineering, GIS or a related field.
• Minimum 10 years of professional experience in digital systems, transport data management or infrastructure data analytics.
• At least 7 years of experience specifically with transport data systems, digital platforms, databases or infrastructure information systems.
• Proven experience on digitalisation or transport projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
