Senior Road Safety Campaigns / Vulnerable Users Expert

About the role

NTU International is looking for a senior expert to lead road safety awareness and behavioural change campaigns across the ECOWAS region. The role will support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project, focusing on vulnerable road users such as women, youth, persons with disabilities, pedestrians and cyclists.

Key responsibilities

• Design, implement and monitor road safety awareness and behavioural change campaigns.
• Provide technical assistance on communication strategies, public outreach and stakeholder engagement.
• Integrate vulnerable‑user considerations into transport policies and road‑safety programmes.
• Advise on gender‑sensitive and inclusive approaches targeting vulnerable groups.
• Develop communication materials, tools and public information campaigns.
• Prepare road‑safety studies, analytical reports and policy recommendations.
• Coordinate with transport authorities, civil‑society organisations, educational institutions, media and development partners.
• Deliver workshops, consultations and capacity‑building activities on road‑safety communication.
• Support monitoring, reporting and evaluation of campaign outcomes.

Required profile

• Master’s degree in communications, public health, social sciences, transport safety, behavioural sciences or a related field.
• At least 10 years of professional experience in road‑safety campaigns, public‑awareness programmes or social‑inclusion projects.
• Minimum 7 years of experience specifically in road‑safety behavioural‑change communication.
• Proven experience working on transport or road‑safety projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
