Senior Border Management / Joint Border Post Expert

About the role

NTU International is seeking a senior expert to lead the development, modernisation and operationalisation of Joint Border Posts (JBPs) and border management systems across the ECOWAS region. The role supports the EU‑funded Technical Assistance project aimed at strengthening sustainable, smart and resilient mobility systems in West Africa.

Key responsibilities

• Support the design, automation and rollout of Joint Border Posts and related border management procedures.
• Provide technical assistance on customs coordination, trade facilitation mechanisms and harmonisation of border control processes.
• Advise on One‑Stop Border Post models, digital border tools and regional interoperability initiatives.
• Facilitate coordination among customs authorities, border agencies, transport institutions and other regional stakeholders.
• Prepare operational procedures, technical guidelines, border assessments and institutional analyses.
• Contribute to initiatives that reduce crossing times, improve transparency and enhance corridor efficiency.
• Deliver workshops, technical training and capacity‑building activities.
• Support monitoring, reporting and analytical outputs related to border management and corridor operations.

Required profile

• Master’s degree in transport, customs administration, logistics, international trade, public administration or a related field.
• Minimum 10 years of professional experience in border management, customs coordination, trade facilitation or transport logistics, with at least 7 years focused on Joint Border Posts or One‑Stop Border Posts.
• Proven experience on transport, trade facilitation or regional integration projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience working with international development donors and donor‑funded programmes.
