Monitoring & Evaluation Specialist – Early Childhood Development

About the role

The Monitoring, Evaluation, and Learning (MEL) Specialist leads all MEL activities for the Early Childhood Development (ECD) programme in the Republic of Congo. The role ensures high‑quality data collection, analysis, reporting and knowledge sharing to support evidence‑based decision‑making and programme impact.

Key responsibilities

• Design, pilot and implement MEL tools aligned with the ECD MEL framework.
• Oversee data collection, processing, analysis, indicator tracking and database management, ensuring accuracy and timeliness.
• Maintain the ECD Data Management System, including learner registration and attendance records.
• Produce MEL summaries, dashboards, case studies, narrative and comprehensive reports, presenting findings visually.
• Share insights with the ECD team and management to inform operational improvements.
• Provide regular technical support and capacity‑building to field teams, ensuring they are comfortable with MEL processes and deadlines.

Required profile

• Proven experience in monitoring, evaluation and learning within early childhood or development programmes.
• Strong ability to collaborate with multi‑disciplinary teams and external stakeholders.
• Commitment to data governance, ethical standards, informed consent and data privacy.
