Donor Intelligence Officer

About the role

The Donor Intelligence Officer will support WHO AFRO’s Emergency Preparedness and Response Programme by strengthening donor engagement, resource mobilisation, grant management and partnership development across the African Region.

Key responsibilities

• Conduct donor research, maintain donor profiles and prepare briefing notes for senior leadership.
• Identify funding opportunities, support resource mobilisation and assist in negotiations and development of donor agreements.
• Draft and coordinate funding proposals and grant agreements, manage disbursement requests, no‑cost extensions and donor correspondence.
• Monitor proposal pipelines, grant implementation progress and reporting deadlines; manage awards through WHO’s Enterprise Content Management (ECM) system.
• Build and maintain relationships with donors and partners, organise engagements and promote WHO priorities.
• Coordinate preparation and submission of donor and internal reports, ensure compliance with donor requirements and WHO procedures.
• Liaise with technical, finance, legal, procurement, logistics and HR units to support financial management and project implementation.

Required profile

• Bachelor’s degree in Business Administration, Social Sciences, Public Health, Health Policy, Development Studies, International Relations or a related field.
• Minimum three years of experience in resource mobilisation, donor relations, partnerships, proposal development or grant management.
• Strong project coordination and stakeholder management abilities.
• Fluent English and working knowledge of French.

Required skills

• Experience with WHO’s Enterprise Content Management (ECM) system.
